Does the bible tell that interracial marriage is right or wrong?

Leviticus 21:

 13 And he shall take a wife in her virginity.
 14 A widow, or a divorced woman, or profane, or an harlot, these shall he not take: but he shall take a virgin of his own people to wife.

So we see that the levite should take a virgin of his own people to wife (verse 14).

There are cultural differences between different cultures and different races. You might decide that you are going to marry someone from another race and you might be tricked or scammed or even worse because of that it is less likely to be this scam factor between people from the same ethnic group.

1 Corinthian 7:39 The wife is bound by the law as long as her husband liveth; but if her husband be dead, she is at liberty to be married to whom she will; only in the Lord.

But on the other hand we should marry in the lord and all races can be saved.

Romans 10:12 For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.

Galations 3:28 There is neither Jew nor Greek, there is neither bond nor free, there is neither male nor female: for ye are all one in Christ Jesus.

So marrying someone of a different race is not specifically spoken against in the bible.
